Announcement on International Solicitation for

Implementation-Oriented Urban Design for Hongshan Central District of Urumqi

中国城市规划学会（组织单位）受乌鲁木齐市自然资源局（主办单位）委托，面向全球开展《乌鲁木齐市红山中心区实施性城市设计》国际方案征集活动（以下简称“本次征集活动”）。现将相关事项公告如下：

Urban Planning Society of China (the organizer), entrusted by Urumqi Municipal Bureau of Natural Resources(the hosting entity), is launching this international solicitation activity for Implementation-Oriented Urban Design for Hongshan Central District of Urumqi (hereinafter referred to as “this solicitation activity”). The relevant matters are hereby announced as follows:

一、项目概况

Ⅰ.Project Background

乌鲁木齐是新疆维吾尔自治区首府，历史悠久，曾是古丝绸之路上的商贸重镇、东西方文化交融之地；现为新时代亚欧大陆枢纽城市，我国向西开放的门户枢纽和对外经济文化交流的重要窗口，“一带一路”核心区“一港五中心”主要承载地，全疆工业制造和商贸服务中心；丝绸之路经济带核心区的中心区和我国西部地区重要的中心城市。城市三面环山、北部敞开，辖七区一县，总面积1.38万平方公里。

Urumqi, the capital of Xinjiang Uyghur Autonomous Region, has a rich history as a key trading hub on the ancient Silk Road and a site of cultural exchange between East and West. Today, it serves as a pivotal city in the new era, acting as a gateway for China's westward opening and an important window for economic and cultural exchanges. Urumqi is a major hub within the core area of the Belt and Road Initiative, specifically designated as a key site for “One Port, Five Centers.” It is the center of industrial manufacturing and trade services in Xinjiang, as well as a significant urban center in western China. The city is surrounded by mountains on three sides with an open northern expanse, encompassing seven districts and one county, covering a total area of 13,800 square kilometers.

红山中心区是市区多区交汇的城市核心区域，用地范围横跨天山区、沙依巴克区、水磨沟区，区域中部河滩路由南向北贯穿整个中心区，片区的外围有重要的城市环路、高架、主干路，具有良好的区位优势，便捷的交通条件，是乌鲁木齐历史文化的传承载体，是政治、经济、金融、教育、商业的集中发展区域。

The Hongshan Central District is the urban core where multiple districts converge, spanning Tianshan District, Shayibake District, and Shuimogou District. The central area is traversed by Hetan Road, running south to north, while important city ring roads, elevated roads, and main thoroughfares outline the perimeter, providing advantageous location and convenient transportation. This district serves as a cultural heritage site for Urumqi and is a hub for political, economic, financial, educational, and commercial development.

为认真贯彻落实习近平总书记关于新疆工作重要讲话重要指示批示精神，贯彻落实自治区党委政府对乌鲁木齐市的重要工作要求，切实扛起首府责任、展现首府担当，坚定文化自信，延续城市文脉，进一步优化城市空间格局和资源要素配置，推动新疆城市紧凑规划、精明增长，有效发挥城市市中心“集聚效应”，全面提升红山中心区的功能品质、风貌形象、经济活力、宜居环境、可持续发展能力和社会凝聚力，将红山中心区打造具有新疆特色、现代气息和时代风貌的现代化城市中心区，特开展《乌鲁木齐市红山中心区实施性城市设计》国际方案征集活动。

In order to effectively implement General Secretary Xi Jinping's important directives regarding Xinjiang, as well as the requirements set by the regional Party Committee and government for Urumqi, we are committed to fulfilling the responsibilities of the capital and demonstrating leadership. This includes reinforcing cultural confidence, preserving the city's cultural continuity, optimizing urban spatial layout, and resource allocation. We aim to promote compact urban planning and smart growth in Xinjiang, enhancing the central district's “agglomeration effect” and improving its functional quality, aesthetic image, economic vitality, livability, sustainable development capacity, and social cohesion. To achieve this, we are launching an international solicitation for the “Implementation-Oriented Urban Design for Hongshan Central District of Urumqi.”

本着公开、公正、公平的原则，诚邀全球具有卓越水平和丰富经验的设计机构参与，通过具有国际化视野、前瞻性思维、创新性理念的设计方案，为红山中心区整体建成面向国内国际多元人群、南北疆各族群众心向往之的城市中心区奠定坚实的基础，使红山中心区成为推动乌鲁木齐建成新时代中国特色社会主义新疆首善之地，建成丝路现代国际都会、绿洲和谐宜居家园的行动抓手。

In the spirit of openness, fairness, and justice, we sincerely invite globally renowned design institutions with extensive experience to participate. Through innovative designs with an international perspective and forward-thinking concepts, we aim to establish a solid foundation for the Hongshan Central District as a vibrant urban center that appeals to diverse domestic and international communities, as well as people of different ethnicities across north and south Xinjiang. This initiative seeks to position Hongshan as a key contributor to building a new era of socialism with Chinese characteristics in Urumqi, transforming it into a modern international metropolis along the Silk Road and a harmonious, livable oasis.

二、征集要求

Ⅱ.Requirements

本次征集活动分为资格预审、方案编制和后期深化三个阶段。

This solicitation activity is divided into three stages: prequalification, proposal preparation, and later-stage refinement.

（一）资格预审阶段

（Ⅰ）Prequalification stage

本次征集活动采用公开征集的方式。应征机构需根据《资格预审文件》要求提供完整的资格预审申请文件。通过资格审查，最终从合格的应征机构中择优选出5家应征机构作为入围应征机构参与方案编制，2家应征机构作为备选应征机构，如入围应征机构退出，备选应征机构依次替补。

This solicitation activity adopts an open solicitation process. Responding organizations are required to provide complete prequalification application materials in accordance with the Prequalification Document requirements. Through the qualification review, a total of five outstanding organizations will be selected from the qualified respondents to participate in the proposal preparation as shortlisted respondents; while two organizations will be selected as alternate respondents, In the event that a shortlisted respondent withdraws, the alternate respondents will be substituted in order.

（二）方案编制阶段

（Ⅱ）Proposal preparation stage

方案编制阶段的主要任务包括两部分：

The main tasks in the proposal preparation stage consist of two parts:

第一部分为设计研究。从宏观层面研究提出目标定位、功能策划与结构、核心通道、景观风貌、交通体系等规划策略，以及城市更新等系统支撑分析，形成服务城市中心区建设发展的共识型战略纲领和指引型开发建设行动。第二部分为实施性城市设计。对重点区域的设计构思、功能定位、用地布局、公共空间、建筑风貌、交通组织，以及系统支撑等内容深化研究，细化城市风貌特色与城市形态设计，提出城市更新等建设实施计划，列出项目清单及投资估算。

The first part is Design Research: This involves macro-level studies to define goals, functional planning and structure, core corridors, landscape aesthetics, and transportation systems, along with comprehensive analyses supporting urban renewal. The outcome will be a consensus-driven strategic program and guiding framework for the development of the urban center.

The second part is Implementation-Oriented Urban Design: This focuses on in-depth research of key areas, including design concepts, functional positioning, land use layout, public spaces, architectural styles, transportation organization, and supporting systems. The goal is to refine urban characteristics and morphology, propose urban renewal plans, and compile a project list with estimated investments.

（三）后期深化阶段

（Ⅲ）Later-stage refinement

负责后期深化设计的应征机构须按照评审委员会及主办单位意见，吸取其它方案优点，在修改完善编制阶段成果的基础上深化设计。深化设计应立足法定规划管控需求，实现“城市设计+详细规划”一体化成果输出。深化成果应强化规划传导，突出实施导向，细化管控要素，并编制设计导则，满足政府管理和实施的需要。

The design organization responsible for the later-stage refinement is required to incorporate the feedback from the review committee and the hosting entity, drawing on the strengths of other proposals to enhance the outcomes of the development phase. The refined design should integrate statutory planning requirements to achieve a unified output of “urban design + detailed plan.” The results should strengthen planning communication, emphasize implementation orientation, detail control elements, and include design guidelines to meet government management and implementation needs.

三、征集范围

Ⅲ.Scope

本次方案征集范围包括2个层次，分别为设计研究范围、实施性城市设计范围。

The scope of this proposal solicitation encompasses two spatial level: the scope of design research and the scope of implementation-oriented urban design.

（1）设计研究范围：总面积约20平方公里。以克拉玛依高架、东环路、南环路、西环路、宝山路、哈密南路、阿勒泰路、新医路、河滩路围合区域。

（1）Scope of Design Research: The total area is approximately 20 square kilometers. This encompasses the area bounded by Karamay Elevated Road, East Ring Road, South Ring Road, West Ring Road, Baoshan Road, Hami South Road, Altay Road, Xinyi Road, and Hetan Road, covering.

（2）实施性城市设计范围：总面积约5平方公里。其中“红山友好片区”、“大小西门片区”为必选区域，面积约为3平方公里，其他区域结合设计研究范围自主选取，面积约为2平方公里。（详见附图）

（2）Scope of Implementation-Oriented Urban Design: The total area is approximately 5 square kilometers. The “Hongshan Youhao Area” (Friendly Hongshan Area) and “Daxiaoximen Area” (Big and Small West Gate Area) are mandatory areas, covering about 3 square kilometers. Additional areas may be selected from the design research scope, totaling around 2 square kilometers. (See attached map for details.)

四、应征要求

Ⅳ.Application Requirements

（1）本次征集活动采用公开征集的方式，境内外合法注册且有与本项目类似的相关研究和设计经验的机构均可参加。其中：境内应征机构须具备城乡规划编制甲级资质、建筑行业（建筑工程）甲级资质其中之一；境外应征机构须具有所在国、地区政府主管部门或其有关行业组织核发的从事战略咨询、城乡规划、建筑设计其中之一的相应资格或执业许可。港澳台应征机构的资格要求参照境外应征机构资格要求的规定。

（1）This solicitation is open to both domestic and international institutions that are legally registered and have relevant research and design experience similar to this project. Domestic applicants must hold either a Grade A qualification in urban and rural planning or a Grade A qualification in the construction industry (building engineering). International applicants must possess the appropriate qualifications or licenses issued by their government authorities or relevant industry organizations for strategic consulting, urban planning, or architectural design. Institutions from Hong Kong, Macao, and Taiwan must meet the same qualification criteria as international applicants.

（2）本项目接受应征机构组成联合体报名，但联合体成员不得超过3家，联合体各方不得再单独以自己名义，或与另外应征机构组成联合体报名。不接受个人、个人组合及境外机构单独报名。法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司，不得同时报名。

（2）Encouragement is given for domestic and foreign responding organizations to form consortiums for registration. However, the consortium must not exceed three members, and each member of the consortium should not participate individually or form another consortium with other responding organizations. Individual registrations, as well as registrations from individual combinations and foreign institutions, are not accepted.  Legal entities, parent companies, wholly-owned subsidiaries, and their holding companies with the same legal representative are not allowed to register simultaneously.

（3）参与本项目的专业技术人员须为该应征机构的在册人员，主创设计师须有主持过多个同类型项目经验，且须全过程参与。项目团队需各专业工种配备齐全。为了保证项目团队人员对中国地区背景和相关要求的准确理解，境外应征机构的专业技术人员团队中应至少有一名通晓汉语人士。

（3）Professionals participating in this project must be registered members of the responding organization. The chief designer must have experience in leading multiple projects of similar nature and must participate in the entire process. The project team should have a complete complement of professionals from various disciplines. To ensure a precise understanding of the local context and relevant requirements in China, at least one member of the professional technical team from overseas responding organizations should be fluent in Chinese.

（4）应征机构须具有相应的大城市中心区空间规划和城市设计等综合研究和设计能力。

（4）Applicants must possess comprehensive research and design capabilities in spatial planning and urban design for urban centers in large cities.

五、费用设置

Ⅴ.Fees and Prizes

本次征集活动择优选取 5家 入围应征机构获得参与方案编制阶段的资格。入围应征机构按照《征集文件》要求递交最终设计成果后，经评审委员会评审后确定方案排名，获得相应设计费用（奖金或补偿金）：

Five outstanding responding organizations will be shortlisted to participate in the proposal preparation stage. After the shortlisted applicant institutions submit valid rendering documents in accordance with the requirements in the Solicitation Document. The proposals will be ranked after evaluation by the review committee, the respective design fees (prizes or compensations) will be granted accordingly.

第一名：奖金人民币150万元（含税）；

第二名：奖金人民币100万元（含税）；

第三名：奖金人民币65万元（含税）；

第四、五名：分别获得补偿金人民币40万元（含税）

后期深化设计费用：人民币395万元（含税）。

First Place: Prize of 1.5 million CNY (including taxes);

Second Place: Prize of 1.0 million CNY (including taxes);

Third Place: Prize of 0.65 million CNY (including taxes);

Fourth and the Fifth places: Prize of 0.4 million CNY (including taxes) respectively;

Later-stage refinement Fees: 3.95 million CNY (including taxes).

经综合考量，主办单位将从获得前三名方案的应征机构中选取一家，作为后期深化的设计机构。具体事宜根据后续工作的安排进行协商并另签订合同。

After comprehensive consideration, the hosting entity will select one design organization from the top three proposals as the agency for later-stage refinement. Specific details will be negotiated and a separate contract will be signed based on subsequent arrangements.

但对于未按规定时间提交应征文件，或其应征文件按《征集文件》规定不被接受，或被取消应征资格的应征机构，将不支付奖金或补偿金。

However, responding organizations that fail to submit their proposal documents within the specified timeframe, or have their proposal documents rejected according to the requirements stated in the Solicitation Document, or have their bidding qualifications revoked, will not receive any prize or compensation.

六、时间计划

Ⅵ.Timeline

计划于2025年5月下旬确定入围应征机构、在乌鲁木齐市组织现场踏勘及召开项目启动会，届时需应征机构主创设计师本人及其团队参会。方案编制阶段设计周期自项目启动会起30个日历天（含节假日）。

The shortlisted respondents will be determined in late-May 2025, and a site visit and project kickoff meeting will be organized in Urumqi. The chief designer and their team from the responding organization are required to attend the meeting. The design period of the proposal preparation stage is approximately 30 calendar days (including holidays) from the date of the project kickoff meeting.

注：以上时间以北京时间为准，主办单位根据实际情况保留对具体时间节点、活动地点、组织方式作适时调整的权利。

Note: The above-mentioned timeline is based on Beijing time. The hosting entities reserve the right to make timely adjustments to specific arrangements such as specific timing, event venues, and organizational methods based on actual circumstances.

七、申请方式

Ⅶ.Submission Guidelines

凡有意参加本次征集活动的应征机构，需先进行申请登记，应征机构下载申请表格（附件1）并完整填写申请信息后，发送邮件至指定邮箱zxb@planning.org.cn，组织策划单位收到申请表后，以邮件方式回复资格预审文件等相关文件。

Any organization who intends to participate in this solicitation activity are required to register first. Responding organizations should download the application form (Attachment 1) , complete the application information, and send it to the designated email address zxb@planning.org.cn. Once the hosting entity receives the application form, they will reply with the Prequalification Document and other relavant documents via email.

资格预审申请文件需要严格按照相关要求制作，递交资格预审申请文件包括现场递交和快递邮寄两种方式。以快递邮寄方式递交时，请预留足够的快递运输时间；现场递交需持法定代表人授权委托书。

The prequalification application documents shall be made in strict accordance with the relevant requirements. There are two methods for submitting the prequalification application documents: on-site submission and courier delivery. When submitting via courier, please allow sufficient time for the delivery process. For on-site submission,. a power of attorney from the legal representative is required.

递交资格预审申请文件的时间及地点：报名应征机构需于2025年5月19日10：00前将资格预审申请文件的纸质文件送达到下述指定地点，并将全部资格预审申请文件电子版发送至指定邮箱（zxb@planning.org.cn）。资格预审申请文件纸质文件递交地址：北京市海淀区三里河路9号住建部北配楼一层，中国城市规划学会，张工（收），010-58323854。接收资格预审申请文件时间为工作日09:00-16:00，逾期送交或不符合规定的资格预审申请文件恕不接受。如遇特殊情况，时间或地点变更将另行通知。

Deadline and Location for Submitting Prequalification Application Documents:  Participating organizations must deliver the hard copies of their prequalification application documents to the designated location below before 10:00 on May 19th, 2025. They should also send the electronic version of the complete prequalification application documents to the designated email address (zxb@planning.org.cn).

The announcement is simultaneously published on the websites of Urban Planning Society of China (www.planning.org.cn),and the Urumqi Municipal Government (www.urumqi.gov.cn). Any modifications or supplements to this announcement are subject to the contents published on the aforementioned websites.
